Swivel can be powerful in the right circumstances, however in general I find that the watcher does not have that many expensive attacks. A lot of the cheap attacks are common unstrung, often meaning that the discount goes to waste. This card obviously synergises extremely well with expensive attacks, most notably ragnarok. Note that this effect carries across multiple turns, so it is possible to use the card at the end of the turn if the attacks that are currently in your hand are not that expensive.
