Outmaneuver is a difficult and awkward card to use. It allows you 2 make the most of a dead hand by pushing the NRG to your next turn, but in most scenarios you don't want to have a dead hand in the 1st place and this card contributes to that. There is no guarantee that the NRG will be useful on the next turn because it is usually impossible to know which cards you will be drawing. For this reason, I very rarely pick this card. Even a flying knee seems better. The best case scenario makes use of well laid plans in addition to X cost cards, such as Malaise.
