Although it may look like deflect doesn't have any downsides, if you find that you are not able to spend all of your energy in a turn then you have used it inefficiently. A 0 cost card is fine in act one but becomes worse as the game progresses. The four block is nothing to write home about that can negate some damage against the first few mobs. This is obviously a bad card versus the time eater and the heart. For this reason, I would rarely pick this.
