In my opinion, heel hook is a bit of a noob trap. Although the free value is extremely tempting, at best this card is a free five damage which is negligible in the long run. With enough heel hooks it is possible to create a near-infinite cycle deck but this strategy is extremely unreliable as you can never be sure how many copies you will find, and the bigger your deck gets the sparser your sources of weak become. It might help for act 1 if your Neutralize is upgraded early but in most scenarios I would recommend passing since it's very often worse than strike.
